5 . 5 FedBizOpps Announcement Pre-Posting Re v i e w
Once the project manager has finalized the FedBizOpps announcement, it must be sent to
the OCA project coordinator prior to posting for a final review. This review will be handled
in a timely manner.
5 . 6 Pre-Submittal Meeting
It is useful to convene a pre-submittal meeting for private-sector professionals interested
in a particular project. The place and time of this meeting may be included in the
FedBizOpps announcement. The contracting officer runs this meeting with the participation
of the project manager. The purpose is to clarify the Design Excellence process, the
application process, and the nature of the project. At the meeting, it should be stressed
that the lead designer can be an individual or a collaboration among individuals. This
overview is also an opportunity to highlight St a n d a rd Form 330, which, as of June 8,
2004, replaces St a n d a rd Forms 254 and 255. A typical agenda, pre-submittal packet, and
Standard Form 330 are in the Resources and Sample Documents at the end of this
chapter.
